In briefanswer capsule

Ingil is the son of Inwe, known among the Gnomes as Inwithiel, who ruled all the Eldar in the time of their abode at Kor. Finding a region of great beauty, Ingil stayed there. Numerous Eldar joined him—those outstanding in beauty, wisdom, cheer, and kindness. He built a great tower and named the town Koromas, “the Resting of the Exiles of Kor”; because of the tower it is usually called Kortirion.
