In briefanswer capsule

Shagrat served as Captain of Cirith Ungol's tower. Sam, Ring on, saw his company pass in the cleft. Later the hobbit heard battle within and guessed Shagrat and Gorbag were at odds over Frodo and the plunder, chiefly the mithril coat. Roughly forty orcs had marched with Shagrat—only part of his garrison—while Gorbag fielded more than twice as many. Amid scattered corpses Sam knew that cold, hard orc voice as the Tower captain's.
