A werewolf is not simply an outsized wolf: Sauron bound captive spirits into wolf-shapes, and it is those spirits, not the beasts themselves, that make them what they are. He is called their lord, and while he held the isle of Tol Sirion it was renamed Tol-in-Gaurhoth, the Isle of Werewolves. Draugluin, whose entry stands with the creatures, was their sire; Carcharoth was bred from that line and set at the gates of Angband.
