Tar-Minastir was the eleventh ruler of Númenor, named for the high tower he built upon the hill of Oromët near Andúnië, from which he spent much of his days gazing westward. He both loved the Eldar and envied them; the great fleet that went to Gil-galad's help in the first war against Sauron was sent by him. The sceptre came to him from Tar-Telperiën, who was unwed: he was the son of Isilmo, second child of Tar-Súrion, and thus her nephew.
