Three rings were made last and by Celebrimbor alone, after Sauron had left Eregion, and so they were never defiled by his hand — but they answered to the One all the same, and were hidden the moment war began. They were not weapons: what they served was preservation, the holding-off of decay in Rivendell, Lórien and elsewhere. When the One was unmade, their power went with it, and what they had preserved began to fade.
