The Ruling Stewards of Gondor, Mardil to Denethor

Twenty-six men held rod and rule in Gondor while no king sat on the throne — each taking office with the oath to keep that rule for the king until he came again. Appendix A counts them itself: Mardil Voronwë is reckoned the first, and Denethor II the twenty-sixth and last. Read in order, this is a thousand years of waiting, and of an oath that came to be little heeded.
